In October 2008, the Shimane Asahi Rehabilitation Program Center, which is managed through public-private cooperation (the state and private enterprise), began operating in Asahi Town in Hamada City, Shimane Prefecture. By making best use of the state's experience with prison administration as well as private enterprise's networks and know-how, it is expected to take innovative initiatives to efficiently and effectively manage prisoners and improve their rehabilitation.
